Moving Layers via Right Click

You can try to hold one or more keys while creating folder / layer, so Ctrl / Alt / Shift (with extended / collapsed layerSet). You can do some 'actions' on layer(Set)s with mentinoed keys plus I think some of these keys: [ ] ; ' , .

I totally get where you are coming from.  Being able to right click to do things could make certain things easier for some people.

I have a feeling though right clicking to arrange a layer would simple be annoying.  Especially when you have someone like me that has 5 to 100+ per project.  For me it is easier to be very organized.... name my layers and my folders.  This way I know what is where and if someone else needs to take over on a project he or she can also find things easily.

But submit a request feature as Ged mentioned.  You might not be the only one asking for it... and if let's say a lot of people are asking for it then maybe they will turn it into a new feature.

If I understand you correctly, you can now copy a layer and paste  a Layer with all its attributes to a new layer and this is new with Photoshop CC2018.
