Moving Scratch Disk to External Hard Drive

How do I move my scratch disks to an external hard drive? I currently am using a surface pro 6, on Windows 10 and I can't figure out how to change the scratch disk location, as I cannot move photoshop to my external hard drive and my internal is full.

Edit your Photoshop preferences scratch disk  settings then restart Photoshop. E: is my 4TB external  usb3 drive.
