Moving Selected Layers only 2019

There has been a change in the behavior of the move tool.

It will now actually move the layer that you click on before moving.

So if you highlight those layers you want to move, as soon as you click it dismisses your selection and only moves the layer on which you happened to click.

I've sorta figured out then when pressing shift it works, but only sometimes. I'm not being efficient anymore moving only the layers I want to move.

What's the new workflow for this??
