My legally purchased Photoshop CS3 that has been running for years was just disabled

My legally purchased and registered Photoshop CS3 that has been running for years was just disabled by some Adobe process running on my machine.  How can I get it un-disabled?

It is Photoshop CS3 running under Windows 10.  To reproduce I just launch the app.  I expect to use the program and the actual result is that the app is blocked from any use.
