My office lost electrical power, when I booted up Photoshop, etc stopped working

Hello, I've owned Adobe Creative Suite 3 Design Premium for 8 years and its running on Windows 8.1.

What happened:
Our entire office lost power last week week and when power came back and I started up, I started to get a "licensing" error when I started Dreamweaver or Photoshop.

First I tried:

Using your Licensing Repair tool several times and it didnt work

Then I tried:

Inserting my Adobe Design CS3 disc to repair and it didnt work

Then I tried:

Uninstalling and reinstalling CS3 but when installation is complete, it says it successfully installed Acrobat 8, but for Dreamweaver, Photoshop, etc it says the components failed to install. I restarted and tried to install again and got the same issue. Acrobat is installed but Photoshop, Dreamweaver gets a failed to install components

Could it be a problem with my registry? Need help, I'm very disappointed to hear Adobe does not offer phone or chat support

    With all  the messing around you did I think you may need a clean sweep.  Deactivate all the adobe applications you can. Uninstall all your Adobe products.  Download Adobe Cleaner.   Use the cleaner to wipe out all traces on you adobe products then install you Creative Suite 3 Design Premium. Use the Creative Cloud Cleaner Tool to solve installation problems  Activate what you can. If all can not be activated call Adobe customer service the shot be able to help you activate.
