My paint bucket won't work....

For some reason my paint bucket won't work. I am using the latest Photoshop CC.

I create a new document.... I use a background color of white.

I duplicate the background and, using the copy,  try to dump a color onto the background. Won't dump.

I use my rectangular tool and draw a shape. Try to dump the paint bucket tool in the shape. Won't dump.

I use my free form pen tool and draw a shape. Won't dump.

I go up to the upper left to the "tool preset picker" and it say's, "No preset defined for current tool." I reset the tool but no luck.

What do I do to make the paint bucket dump a color into a shape?
