My Photoshop is broken

I went to open Photoshop last week and I got… "The program can't start because api-ms-win-core-libraryloader-l1-2-0.dll is missing from your computer. Try reinstalling the program to fix this problem". I'm running Windows 7 but can't find the link to the version of Photoshop (version 20.x) that works with Windows 7. Also, can I download version 20.x over top, because I am unable to uninstall my version, I'm assuming that missing .dll file is preventing me, I have searched on line as to how to force an uninstall, but I'm uncomfortable messing with the register of the operating system. Can anyone help me out?

Photoshop totally broken now. Use other apps for work. Or rollback to some old version. 

Im have so many issue so im just not belive its legal commersial product from world brand.

Unfortunetly, looks like its will be only worse then.

I got those very warnings today on my first install. I followed this video to install the necessary microsoft vicual c++ files... and it worked for me.

It's because of new system requirements for the Camera Raw plugin. Roll back to ACR 12.4.
