My Photoshop Toolbar has become non functional...

Whatever tool I  select on the toolbard becomes a brush.

ive relaunched Photoshop. forcing new preferences a dozen times to no affect.
Every tool choose...acts as a brush.

whats my next step?

Try going to Preferences/Tools and disable Spring Loaded Tool Shortcuts.

With different tools selected and showing your Options Bar as well?

Many tools are using brush in fact. Tools like Spot Healing, Healing Brush, Clone Stamp, Smudge tool, Sharpen tool... Can you post screenshot please? What happens if you select Move tool, or Lasso tool, or Gradient tool?
