My selection tools are acting weird. The selection happens to be further away from my cursor.

I tried re-downloading photoshop and every basic troubleshooting under the sun. 

However, it does work somewhat properly on my extended monitor. It wont allow me to cancel the selection or delete anchor points on the monitor which it will allow me on the laptops monitor. But on the laptop monitor it behaves in this manner.
