Question

Native .heic Importer is needed, nobody wants to use Microsoft store

.heic has been around for at least 8 years. Adobe has NEVER solved the .heic import issue. Going to the Microsoft Store to rely on their cluttered "click bait" .heic app market is a mess. Even when the .heic Microsoft app is installed, it still never works for me. I understand it's an image sequence, and not just a still image BUT it should not matter. The user should have the option to chose from a .png sequence and select which thumbnail in the sequence they want, or export the entire .png sequence. This is a BUG, because you can't expect every single iPhone user to remember to turn off the .heic feature when taking a photo. It accidentally gets push ALL the time. AT THE VERY LEAST, adobe photoshop should provide a link to the CORRECT .heic microsoft store plugin. If this is not possible, a native plugin is needed or at least an adobe media encoder solution. Every wrong .heic app converter solution is an external security risk as you don't know how reputable the .heic 3rd party solutions are. Nobody cares about the history of .heic which the support page goes into excessive detail and they just want to get the images in Photoshop to starting working.

As of :

MS requires the HEIF plugin AND the non-free HEVC plugin. Some reports indicate it still doesn't work

The issue at hand is that Windows does not natively support HEIC and requires an extension to read properly.

I'm assuming you are referring to this support article - https://www.adobe.com/creativecloud/file-types/image/raster/heic-file.html

Which states

"To open an HEIC file in Windows, you will need to update to version 18.09 of Windows 10 or later. You can then install the HEIF Image Extensions support tool from the Microsoft Store"

This specific extension tool is from Microsoft - not a third party vendor.

I second this request. We need a straightforward .heic importer.
