Need help Pixelated image

Whenever I try to import an image into photoshop as a layer, it comes out horribly pixelated. I've tried in JPEG, DNG, NEF, and PSD. The picture never comes out right. Can someone please help me fix this issue?

Which coomand you are using to import as layer? Place or from Libraries or some other method? Photoshop will never upscale your image when placing it even with "Resize Image During Place" checked, hovewer it will change pixel per inch if does not match what may cause image to look pixelated because enlargement. If you are placing small dimension image with small resolution like 72ppi into large image with 300ppi it will be enlarged 4x during place because the way this command works. Workaround is to double click placed image and to change reolution with Resample turned off to match document resolution then to save changes.

Maybe it's the picture. What is the size in pixels of the image, and the canvas you are trying to import it into?
