Need Help Please? [How to achieve this look in my photos?]

I am wondering if anyone can help with achieving this look on my photos. I have asked the person who has taken and edited these photos but he won't divulge how he done it. I would like to know how to achieve a similar look on Photoshop.

    It looks like flash lighting on the foreground whilst slightly underexposing the background to allow it to go darker than normal.

    I didn't,  I just assumed but maybe I'm wrong. So I will just need to mess with lighting and exposure in Photoshop until I get the desired result?

    Ricky03091979, I found the vignette filter - it is in the Adobe Photoshop Express under Portrait effects.

    Here is a sample of it on one of my patterns.

    Trivial to do in camera. This look could be recreated if your original file was shot properly.

    I haven't seen the vignette filter. If you could let me know please. The style is very dramatic and know it's some sort of effect he's using. I have no idea how to effect my photos in the same way.

    Why do you think it is an effect? As said above, it just looks like lighting and exposure control.
