Need support for Installing Adobe Photoshop and System Requirements. Low-End PC

I'm planning to purchase/bought/download Adobe Photoshop on my computer but I need help if I can install and run it smoothly on my 'low-end' computer? I'll make a like Picture Cartoons and other like-3D effects on pics using Adobe Photoshop. I have my system information below, I was going to downgrade windows 10 to windows 7 so it won't get lag when using photoshop and so it can be install. Any help, advice, tips will be appreciated and I'm sorry for my bad grammars and english. Thank you and Keep safe!

I would suggest adding RAM you want photoshop to run smoothly you should have a least 16GB of Ram IMO My processors are only 2GHz and Photoshop works well.    3GB is marginal Adobe recommends 8GB. You need to have the latest device driver available for you display adapter. Windows 7 is old and no longer supported by Microsoft security problem are no longer being addressed  I would suggest if you want to use Windows 7 for performance reasons that you limit the number of time  you connect it to the web.

If you want to use 3D then you will need a graphics card with dedicated VRAM (not shared with system RAM).

What is not mentioned in the system requirements is that Photoshop uses a lot of disk space whilst working (known as scratch disk) so you need plenty of free disk space (over and above the space for installation and storing images.
