Want to use background blur but I keep getting a notice that it's not working.  How to fix?

Depending on your system, it sometimes helps to go to Preferences>Performance and turn off the use of your GPU before trying a neural filter. Works for me.

Would you mind sharing the exact error message that you are getting along with the computer's OS?
