Neural Filters fail to load

Can anyone help? Adobe agents are worthless and Adobe help on Twitter is worthless. I can't get any work done.

My PHOTOSHOP 2024 and my PHOTOSHOP BETA both freeze when I click on NEURAL FILTERS. It never progresses beyond "Loading..."  An error message pops up saying Adobe has a solution, but it has none. PHOTOSHOP crashes as soon as I close the error message.

I've rebooted several times. Both programs are updated.

I'm on Windows 11 Pro, HP Z2 G9 Workstation / 13th gen i7 / 32GB RAM

NVIDIA gpu checks out okay.
