Neural Filters greyed out - Can you use Neural Filters with Creative Cloud FRL licenses?

Hello All -

 

I recently packaged the latest version of all Creative Cloud applications and deployed them to a test environment. Everything works except the new 'Neural Filters' box is greyed out on our Photoshop installation. This environment are all Windows 10 64 bit 20H2 installations.

 

Adobe Support and my Adobe Rep have not given me straight answers. Can anyone confirm if enterprise users with FRL licensing can utilize Neural Filters?

 

I have got contradictory results from looking this up. Usually you are required to log into photoshop to utilize this feature, but FRL does not allow you to do that. But I see This page - https://helpx.adobe.com/photoshop/using/neural-filters-feedback.html seems to indicate this WAS a problem at one point, but that an update in the past fixed it. The version we are using is way past that one.
