New computer windows 10 not updating photoshop

I am setting up a new windows 10 computer and went to the cloud to load my photoshop and it is not uploading the latest version. It load ps 19.1.7 and says there is no update and the cloud says there are no updates. on my windows 7 computer i am running ps 20.Any thoughts on why the cloud is not giving me the latest version.

I am hoping that is the version-i was putting off the update till I finished loading everything but in googling, it seems my version doesn't support the update-I am in the process of the update right now and hoping that is the solution. thank you for answering:)

Let us know how you go. Personally I would always update Windows before updating apps.
