new document interface and welcome screen missing in new version

Question

I newly installed latest version of PS, 25.5.1, and unintalled old version.

when launch, the start screen is all blank, without showing the welcome screen with file history.

but in settings, the "auto show home screen" is checked.

please help. thanks!

I am surprised anyone would want the Home Screen, but it not appearing as set and intended would naturally be an issue.

What have you done for all-purpose trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
