New Photoshop won't open any files or close

After the latest update I cannot open any psd file or import any other type of file, it just sits there.  When trying a psd file I get a progress bas but then nothing.  When trying to close PS it gives me a program error. Already tried disabling the GPU, generator etc etc.  Uninstalled and reinstalled with same problem.  Is this a known issue?

OK new info. Rolled back 2 versions.  still no go.  deeleted the PS preferences folder and the old version worked.  Upgraded to newest version but deleted the preferences folder again before starting new version.  Its working now.

I was about to suggest deleting preferences manually (to allow the file to be restored), but I see you've found that already! Thanks for reporting back, and I'll mark your answer "Correct".

OK new info. Rolled back 2 versions.  still no go.  deeleted the PS preferences folder and the old version worked.  Upgraded to newest version but deleted the preferences folder again before starting new version.  Its working now.
