New PS update lags and freezes on my Wacom mobile studio pro.

I'm having issues with the newest photoshop update. ever since I made the update I cannot use it any more. it lags and freezes up.I have to use task manager on windows. I Have a 1st gen Wacom mobile studio pro 16. every other program works fine but Photoshop. I know I'm not capable of an upgrade for windows 11. but is this a photoshop issue? has anyone been having this issue?
