No access to ICC profiles with Photoshop

Photoshop 24 (Version 25.1) Operating System apple sonoma 14.1.1

Photoshop does not have access to the correctly saved ICC profiles
However, Lightroom finds the ICC profiles stored in the profiles.
Why doesn't Photoshop find the ICC profiles but Lightroom does
