No option to update a custom workspace

My custom workspace has stopped working since about j2 or 3 Photoshop updates ago. For example, now when I open it, the Layers Panel is crushed flat at the bottom of the panel and has to be clicked to open it.

There are several other issues ...the histogram is closed, panels accessible through tabs are in different places, etc.

I re-arrange everything to what I think the configuration was when I initially created the workspace, but find no option to update it. Worse yet ...I want the Histogram and the Navigator available up top, but the Color, Swatches, Pattern and Gradients are all there I want to remove the Color and Statches, but when I uncheck those in the Window dropdown, the Histogram and Navigator disappear as well. 

I find no option to save changes to a workspace under Window/Workspace. Since Reset was the only option I tried that and sure enough it took me back to square one where I'm now having the above described problems. 

What is going on here? Windows 10 latest build, Photoshop 23.1.1

If you think you have an application corruption, consider resetting the Photoshop preferences back to the factory defaults, which you can do under the General tab in Photoshop preferences.
