"Not enough RAM" error

Hi, for the past few weeks I've been experiencing a frustrating situation in which Photoshop repeatedly tells me I don't have enough RAM. My computer says otherwise. It's been nigh impossible to open or save documents or place files. (Screenshot of error vs. RAM monitoring stats attached. The "Redleaf" JPG I tried to place is only 750KB.)
I'm on Windows 10, version 10.0.19043, and recently updated Photoshop to 23.2.1, hoping it would fix the issue.
I've read through many similar posts here but found no lasting resolution. Resetting my preferences did allow me to open the brushes panel and make small selections without freezing or getting the error popup. Running Photoshop without extensions makes no difference. I tried allowing it to use 100% of my RAM (12048 MB); no difference.
My C: drive is rather full (about 16 GB free), but my scratch disk and program files are/should be on my 😧 drive, which has about 550GB of space. I did recently install a new SSD (D:), but am unsure if/why this would be causing an issue. I have not experienced RAM shortages in any other memory-intensive program, including other Adobe products. I've uninstalled and reinstalled Photoshop a few times (no change) and also checked my RAM health (it's fine).
I will post my system info in a comment below. It indicates that my temporary file path is for some reason still mapped to C:, but I haven't found out how to change that (or if it would make a difference). Any help or expertise greatly appreciated.
