Not possible to export video in H.264 @ 60 fps?

Hello I have been succesfully exporting videos @ 2,160x2,160 (4K resolution) @ 30 fps using H.264 encoder. I am now attempting to export @ 60 fps, but I'm getting an error that the frame rate or dimensions are too large. Since I was previously able to export 4K resolution, must I conclude that H.264 encoder doesn't support 60 fps?

Photoshop will support 60fps in H.264 but not at those pixel dimensions. Video editing is something of an add on in Photoshop, with Premiere Pro being Adobe's video editor.

 

Incidentally 2160 x 2160 is not 4K video. 4k video is approx 4000 pixels on the long side so for digital cinema 4096 x 2160  or UHD TV 3840 x 2160

OK thanks for letting me know. Up to what pixel dimensions would it support 60 fps?

 

PS yes of course, 2160 is not 4K, but I mean it's a square with the short dimension 4K
