Nudging a selection not working

I use my short keys to bring up things like the lassoo tool or the marque tool for my selections.

After updating to the latest Photoshop, I now have the problem that I can only nudge my selections if I've actually have one of those tools selected.

If say, I have my paintbrush tool and want to nudge my selection to shift my borders for masking, I'm now forced to go back to a selection tool just for that small move - it's absolutely infuriating and it's killing my workflow.
Any idea why this is happening and how to fix it?
