Odd "Save As" Issue

Whenever I perform the Save As shortcut, I get this odd red angle shape. I should add, when the red angle appears, it won't allow me to save and I just have to "File - Save As" manually.

 

Is there a setting I need to configure to bypass this?

 

App Version: 23.1

OS: Windows 10

Recreate Problem: Using "Save As" shortcut (Shift + Ctrl + S) and the red angle appears and doesn't allow me to save.

Is it possible that the Shift + Ctrl + S shortcut is also being used by other software on your computer, and the red shape is the indication that the other software has been activated? For example, some applications allow setting a keyboard shortcut that is effective in all applications, which can result in a conflict with any other application using the same shortcut.

 

For example, you can look through your taskbar or running processes and see if there is any utility software you have installed that always runs in the background. If you do find an application like that, see if it uses the Shift + Ctrl + S shortcut for something, especially for activating it. If so, you might be able to disable or alter how that shortcut is assigned in the other application.

Try resetting the tools and/or preferences.
To restore preferences quickly using a keyboard shortcut:

Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop.
Note: Using the keyboard shortcut, preference files for custom shortcuts, workspaces, and color settings will also be reset to default.
