oil paint filter is locked

I can see the option oil paint filter but i can't click on it because is like locked.

How i can make usable this options?

    Why does Adobe keep messing around w/the Oil Paint Filter? It was fine in 2015. They messed with it a few years ago and people were outraged. So they brought it back. But here Adobe goes again. MAKE IT ACCESSIBLE and stop playing around with it. PLEEEEESE!
