on the fly black arrow doesn't work

when I am using a tool such as pen tool and then I press and hold Ctrl key I used to get the last selection tool (white or black) on the fly before but now it only gives me the withe (direct selection) arrow. the Tilde key is supposed to switch between them but it doesn't work anymore. So the only selection tool I can get on the fly is the white one. How can I fix this?
