One icon to take the shape of other icon

There are two icons. I want flag icon to take the shape of the folder icon. Is it possible in Ps?

Another way is to use clipping mask.

Place both images or icons on separate layers. Flag should be above folder.

Create clicpping mask, scale flag and folder layer as needed and play with opacity or blending modes.
