one-that-fits-all solution layer that will affect all the color of the layers on top of it

I need a one-that-fits-all solution layer that will affect all the color of the layers on top of it and will adapt to whatever shape and text those layers are. For example, if that layer fill color is blue, all the texts and shapes above it should be blue in color. Is that possible?

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

Here is it. Thank you.

So in these numbers, they already have Soft Light applied. And there are two objects that are below them so I don't want them affected (tile effect and tile). Only the numbers 2 and 4 if you get my drift. I removed the other texts for less confusion. If I put the layer like in the image, like I said everything will be affected. Is there a workaround?

1. Turn on your colour layer.

2. Right click it in the layers panel

3. In the menu that opens choose "Create clipping mask"

 

You will need to put the numbers in the same group, or create a new group around the two existing groups or duplicate the colour layer for the number 2 and clip that

Layers don't work bottom up, they work top down. Yes, it's possible if you put the color layer on top in Color blend mode.
