I belong to a design community where I get lots of vectors, textures, backgrounds, etc.

I use Photoshop CC, and there are some file that I want to use that are ai files. I do not have Illustrator.

Is there a way for me to open these in Photoshop, and then cut elements out of it to use in my end product?

Thank you.

It is best to place in .AI and .svg files as a vector smart object layer.  Photoshop does not open Illustrator files as multiple layers with vector graphic.  They would open a single raster layer and not resize well.

If placed in as a vector smart object you can resize the layer the size you need the object duplicate the layer  rasterize the layer then cut out the object you need the size you need it to be a raster layer with the number of Pixels you need to have.

If by cut you mean pull out a specific object from the illustration, or edit the contents of the illustration, then the answer is no. You can only place the ai illustration into your Photoshop document. You could mask out parts of it, or blend it into other elements, but you can’t edit the original content.
