OpenGL randomly will not work.

Right now, OpenGL for photoshop is not working. It is clearly turned on when I got to settings, but still an error pops up when I try to use the rotate tool "Could not complete your request because it only works with OpenGL enabled document windows." It worked just fine when I installed photoshop again on my new PC for the first couple of days, then sometime yesterday it would randomly stop working whenever I'd open and reopen photoshop after fiddling with the drawing mode. (which would usually bring back OpenGL) But now, nothing I tried is getting OpenGL to work. Photoshop is using my GPU, I have that turned on, so why is it not working?

why = because Adobe doesn't like your Gpu [or the driver]... i.e, its at their end and updating your driver is offen the worst thing you can do so make sure you have good backups before trying it

I am using the latest version of photoshop v22.0.1. I have made sure to check geforce experience to ensure my gpu driver is up to date. My gpu being a Geforce RTX 2070 Super. The PC I'm using is a prebuilt PC off costco. which tells me it has
