Opening Menu the screen is all blacked out for options

Question

When I open a tool like liquify, I get this screen/menu that is all blacked out. I cannot see the options. I have tried going into preferences and made changes there, but nothing seems to work. I searched other forums and it looks like other are having the same issue. Any help or suggestions is deeply appreciated. Thanks!

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?

Does turning on »Deactivate Native Canvas« (Photoshop > Preferences > Technology Previews) and restarting Photoshop have any bearing on the issue?
