Opening multiple JPGs at once crashes Photoshop and Windows

In my workflow I'd like to open multiple photos at once. I am talking about opening around 20 photos at once. When I have Lightroom and Chrome open at the same time I notice that when I try to open certain amount of photos, Photoshop crashes, my screen goes black and comes back after a few seconds, my screen color calibration resets. Usually I have no problem opening around 14-15 photos at once. But when the number goes a bit higher I notice this crash problem.

 

I have 32GB of ram, a lot of HDD space for Photoshop to work on, latest drivers, latest OS updates, latest Photoshop version. But I still get this error. I wonder what causes this and how to fix this. Any suggestions?

I'm not seeing any submitted crash reports from you in our system.

Normally I don't get any "Report" screen. That's why I can't do that.

The instructions I posted show how to get the Crash Reporter dialog to show again if you've disabled it.
