I request information, which I cannot find an answer in the online help.
Photoshop on win 7, file> preferences, an "Optimized controls" item appears in gray, so not clickable.
What features would this voice have, and why can't I use it?

Do you mean

Photoshop > Preferences > Performance > Graphics Processor Settings > Advanced Settings

?

If so then probably either »Use Graphics Processor« is unchecked or your GPU does not meet the requirements.
