Paint brush will not paint fully Opacity on 100% and Flow on 100%

Its like my flow is on a low percentage, but its on 100%. I have provided screen shots below.

Have you tried closing and reopening the file?

Try turning off Wet Edges & Build Up - that's why it's not 100%. It's so you can build up the colour with multiple strokes, rather than it be 100% with one stroke of the brush. Here's my screenshot with one brush stroke at 100%, and others with Wet Edges & Build Up turned on. You can see as there is more than one stroke the colour builds up to 100%.
