Paintbrush Path

I have a problem when using the paintbrush tool. When drawing a path with the cursor the actual draw is always around 2 inches behind where the cursor appears on the screen. There is a small blue line connecting the cursor to the paintbrush as if you are pulling the paintbrush from afar.

I don't think it is related to the computer as it should be easily capable of anything Photoshop can throw at it.

Any advice relating to the problem appreciated, thanks.

That is a feature called the "brush leash" it shows up when your computer is lagging behind the redraw of the brush action.
