Panels not appearing - CS6

I am studying the Photoshop CS6 Digital Classroom book, and in Lesson 2 is explains the different Screen Modes.  It states that when I hit the TAB button, panels disappear but if you hover the mouse to the left or right of the screen and pause, they will pop up.  Well, this isn't happening for me.  I'm in the Essentials workspace (default) so I'm not sure they this is happening.  Can anyone help?  Thank you.

    If you have the Type tool selected, and you have clicked in text, pressing the Tab key will add a tab to the text. Switch to the Move tool (the first one) and then slowly tap Tab, Tab. One hides the panels, the other brings them back. Once that is working, tap Tab to hide the panels:

    Then move your mouse cursor to the far right hand side of the screen, and wait patiently without moving the mouse for the panel to return:

    As a career Photoshop user and trainer (using that specific book), this little exercise isn't that important in the grand scheme of things. The stuff coming up is much more useful, and fun.

    That's what I've been doing, either using the Move or Hand tool (haven't even touched the Type tool yet).  I hover for awhile and nothing appears.  I know this is minor and may not matter to me in the long run, but it's just bugging me that it's not working lol.  I'm using this on Wondows 10, if that makes a difference.  Thank you.

    No, the operating system doesn't matter—it works for either one. Is your window maximized? If not, maximize it, and then push your mouse as far to the right as it will go, let go, and count to two. If the Window isn't maximized, you might overshoot the edge. The tip of the mouse cursor needs to be right on the edge, and then it needs to stay still.

    I know this is minor and may not matter to me in the long run, but it's just bugging me that it's not working lol.
