When copying a path from Illustrator and and pasting into Photoshop, it is normal for the Illustrator path to be placed in the center of the Photoshop canvas, whether or not you are choosing Paste or Paste in Place.
If you want to paste in a specific area of the canvas, use a selection tool like the Rectangular Marquee, to make a selection around an area and then paste. The Illustrator path will be pasted into the selected area.
Sometimes I've wanted to paste multiple paths into separate layers in Photoshop and maintain the same relative position they were in Illustrator. In that case I've used a workaround. I take a screen capture of the Illustrator file and paste it as a temporary layer in Photoshop. Then I use that as a template to position the individual paths. I have to move them manually.
