Paste not working with keyboard shortcut when Crop Tool active

After updating to Adobe Photoshop Version: 20.0.0 20180920.r.24 2018/09/20: 1193433  x64 I'm having a different behaviour compared to previous version. Here are the steps I'm doing:

  1. I'm copying a file to clipboard with any other program
  2. In Photoshop I have the crop tool selected, selecting File -> New -> click on the suggested 'Clipboard'
  3. Photoshop now creates a new file with the dimensions from the clipboard and the crop rectangle visible
  4. I'm doing a paste pressing Ctrl+V but nothing happens. If I do the same from menu pasting works. If I select another tool pasting using keyboard shortcut also works.

This applies to the Photoshop installation on my Windows 10 Desktop 64bit computer, on my MacBook with same PS version installed I don't experience this issue.

As said at the beginning, it worked with the keyboard shortcut before also on the Windows computer with previous PS version.
