patch tool isn't working like it used too!

When I select an area and move it to another to replace it, it works a few times then after couple times when I click, it starts sticking so I have to click my mouse/push my pen down mutiple times in order for it to release the section. I've changed my pen battery, reset my tool preferences, uninstalled and reinstalled photoshop, updated my computer and did an pen/computer diagostics and everything is up to date and normal. Ever since I updated photoshop it's been doing this so I know its not my computer or pen.  What could it be and how do it fix it??
