hello!, this morning photoshop (v24.1 windows 10pro) decided that pattern layers can no longer be created. the same version of my profile on other pc still works!

It seems that if the Window>Patterns panel does not have any loaded patterns then the menu item for an Pattern Fill Adjustment Layer will be greyed out.

But the OP’s screenshot of the Patterns Panel seems to indicate there are available Patterns.

in fact, if I drag a pattern into the sheet the function is activated. but from the drop-down menu this ability has disappeared

I am not sure what the screenshot should illustrate; could you please post complete screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) and dialogs (Layer > New Fill Layer > Pattern for example) visible?

What have you done for all-purpose trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
