Pen tool is broken. Does not register clicks. Cannot change to any other tool.

Question

After a recent update my pen tool is busted. It doesn't register any clicks. I can move the cursor but can't change out to another tool. Even with shortcuts. I have to shutdown the program in taskmanager. Send help.

Remember to back up your settings before doing the preference reset

If that doesn't help, can you post your Photoshop system info, in Photoshop go to Help > System Info, hit the copy button and paste the entire thing into this thread
