Pen Tool & it's properties
Is Pen Tool on any layer? It seems pen tool does not link to any layer. Video is attached.

@MahaB82A maybe I'm not understanding your issue but if you want to use the Pen Tool on it's own layer, set it to Shape in the options bar without Fill
