Pen Tool's Rubber Band Option Very Laggy/Glitchy

I provided a video here​​ of the problem so you can see what I mean. The problem is basically the rubber band visually seems very jittery and laggy as I move it around. It still gets the job at times, but after a while it just becomes annoying.. This has been happening since CC 2017, but I just updated to 2018 yesterday and it still persists.  Any help?

    It would help if you provided more into like system specs and OS version

    Have you tried resetting Photoshop preferences

    Try updating your GPU driver from the manufacturers website

    Well, I reset my preference on reset, and updated my drivers just about an hour ago, but the problem is still there. It worked fine for a little bit and then went back to acting weird. Any other ideas?
