Perspective Warp not functioning properly

The latest PS update seems to have bugged my Perspective Warp command.

Although I can adjust the 4 corner points in Layout Mode, as soon as I switch to Warp Mode (but before I can choose which Warp command I want to use) my layout suddenly jumps to another area of my image (usually to the upper left of where it's supposed to be).

I'm pretty sure it also becomes a square, but I'm not sure, and that may be normal.

Regardless, I can't currently use the command, and it's an important part of my workflow.  Since it's not a tool, I can't just reset it, and I have no idea how to fix it (it persists across relaunches as well).

Any help is greatly appreciated!
