Photohsop Action Copy and paste at specific position

So here is what I want: Copy a layer from document A and paste it into document B at some specific position.

What I got so far: I copy my layer in document A, cut the background away, ctrl + t to choose the anchor point, and place it at 512 x 1024. Then I duplicate the layer into document B. In document B I go to the transform again (bcs its not placed at the position I wanted) set anchor and position again. This works, but only once. Because action doesn't recognise my document B, it only sees it as next selected document. 

My goal is it, to have some automatic system, that copies and paste my picture at a specific position in another document. This action logic should be as open as possible so that I can do that with all of my documents.

I really hope there is a way, actions really need some love, kinda feel limited..
