Photos not opening properly

When I open photos they either don't open or when they do the back ground is going funny especially when I attempt to scroll, I've tried restarting my computer and photoshop and it's not fixing the issue

Hi

What exact version of Photoshop are you using, try enabling this option in preferences and restarting Photoshop to see if it helps

Also take a look here, it could be GPU driver related, you may need to update/reinstall your GPU driver

And if none of the above helps try a preference reset
