Photoshop 10

Version 10 would be equal to CS3. This version is not available anymore. Unless you own it and have it running on an old computer, it will not install on newer computers. Depending on your requirements you may need to subscribe to the latest version, or you could consider utilizing Photoshop Elements or an alternative solution.

Photoshop 10 is CS3, which was released in April 2007. It is now longer available. 

In addition, it can no longer be activated, as the activation servers were shut down years ago.

Who is telling you that 17-year-old software that is not available and cannot be activated is required?

Photoshop has been available by subscription only since 2013.
