Please try to deactivate all security programs (like virus protect, internet security etc. ) and then check again.

Have you check your HOSTS file. See Solution 2 in the linked document:

How to resolve connection errors with Creative Suite applications (adobe.com)

You can also try to reset the preferences of Photoshop using the steps described here:

https://helpx.adobe.com/photoshop/using/preferences.html#reset-preferences

Please backup your settings before resetting the preferences. You can check:

What does you exactly mean? What do you try to do?

Please describe more detailed.

Do you have looed out and relogin in the Adobe Creative Cloud Client?

Do you have restart your computer?

Do you get an error message? If yes, please post the exact message word-by-word.

Do you only try to deactivate the firewall?

There are some other steps to check.

See here: How to resolve connection errors with Creative Suite applications (adobe.com)

I am signed in to Adobe Creative Cloud. Computer restarted several times. No error message is displayed. Photoshop functions normally except for generative fill and Neural filters. I have Photoshop installed
on the other computer where everything works as it should. I have the same antivirus installed on it as on the first computer (Bitdefender).

@zdenekb90140460 check the network/firewall settings from the effected computer.
